I have a follow-up question.

What is the outlook for the water supply in the next 30 years (till about the year 2050)?
I don't want to retire in 10-15 years and then discover (when I am too old to work) that I can't afford the cost of living in the Southwest / Texas Panhandle because of a scarcity of water.

Since no one else has chimed in, I’ll try to.

It’s somewhat complicated, just like with almost every place in the Southwest. The people in charge have stated that there’s a 100-year water supply plan. However, if I’m not mistaken, the multiple proposed projects need to be rolled out in well-timed phases to not break the bank or lead to the scenario you mentioned.

Here is another question:

How cold does it feel in Lubbock, with the wind, during winter ?

I know it can feel quite cold in Colorado Springs or Denver during winter, for example. It's a dry cold there (in contrast to the Midwest, like Detroit, where it is a damp cold), but it nevertheless gets cold there, sometimes bitterly cold, in Colorado Springs and Denver.

I want to move someplace where it is sunny, warm, and dry...at least, for most of the year...

I don't only want to look at charts of monthly temperatures. I want to ask people how it feels.

So: Does it feel cold in Lubbock during the winter, especially with the wind? Compared to Detroit? Compared to Colorado Springs or Denver?
