My elderly friend often cared for a budgie that did this. The owners obviously left a radio on for the bird when all the humans were at work, school, etc. The little guy would chatter away like a radio to himself, most of it unintelligible. Then suddenly he'd utter a word, phrase, or part of a jingle as clear as a bell (something like "discount on Uniroyal tires") ONCE and never repeat it again. Everyone in the room would turn and stare at him not sure if they'd really heard it. It was bizarre.
