But the citi-data crime index for Hays as of 2019 was only 163.8. This number is quite comparable to the low rates of big city suburbia.

The 2019 citi-data cost of living index for Hays is only 77.1. That is considered very low.

Unlike other small Kansas towns the population of Hays has slowly been going up for a long time, rather than headed down. So not surprising if cost of living is a bit higher when compared with other Kansas towns on the decline.
